(2) Radiation Environment:  ACE P3 rates have been rising slowly for most 
    of the day (reaching a high of ~600), although in the last 2 hours
    have been declining.  In addition, we continue to have gratings inserted
    so the attenuated proton fluence is quite low.

   Don't understand the mechanism for this, possibly related to spacecraft 
   dither?
