PURPOSE:  Turn on the DEA A.

This is an "atomic" procedure which simply powers on the DEA side A .

SUMMARY
Enable and turn on DEA power supply side A
CONSTRAINTS
Requires FMT 1,2,4, or 6
DEA B must be off
INITIAL CONDITIONS
Assumes that the PSMC has power from the spacecraft

B. OC may resume past initial wait.
