Attitude errors (from AOATTER1,2,3) for dwells >= than 1ks.

Note that in addition to filtering on dwell duration (>= 1ks) these data have also been filtered to remove the first 1ks of each dwell, dumps, tsc moves, dark current calibrations, dither changes, safe mode and normal sun periods, MUPS checkouts, intervals with gravity gradient disturbances, intervals marked as ltt_bads, and points outside the roll/point limits.

Recent outliers roll >= 10 arcsec or pointing >= 4 arcsec
