Execute CAP 1621 to perform uplink of ACIS Flight SW Standard G, Optional I, 
and execute CAP 1622 to update txings parameters

Aside from an initial difficulty with getting the bind for telemetry, no issues.

SUMMARY:

CAP executed nominally. ACIS is now running FSW v. 58 with txings rev. B
