HELP FOR CONFLICT FILES

Both the website and the CDs include one conflict file per proposal: 

Prop#.conflict

CONFLICTS
=========
For each target:
	- search for targets in all Cycle 15 proposals within 6' (Proposal DB)
	- search for targets in the Chandra OBSCAT with 6' (ObsCat)
	 (for grids, the radius of the grid is added to the 6' in each case)

Type of conflict:
	Hard = observation being made with the same instrument
	Soft = observation being made using a different instrument

For each conflicted target, the conflict file lists: 

	Proposal number, PI name, target name, exposure time, 
	instrument, ra, dec, separation, Cycle, proposal category


AUTOMATIC TECHNICAL REVIEW

Coordinate check:
-----------------
NED: check target coordinates are within 60" of those in NED
SIMBAD: check target coordinates are within 60" of those in SIMBAD
RSS: check of target against ROSAT Sky survey

Nearby source search:
RSS: search for ROSAT Sky Survey sources within 3' of target
HSS: search for HEAO survey sources within 60' of target, brighter than
	0.003 (the latter only applied if no Chandra grating is requested)

XMM: for sources within 6' of the target in the XXM observation catalog:
     parameters:target name, type, obs id, exposure time, observation date, 
	ra and dec 
Suzaku: for sources within 6' of the target in the Suzaku observation catalog:
     parameters:target name, type, obs id, exposure time, observation date, 
	ra and dec 

ACIS parameter checks:
----------------------
Notes problem if: 
	- source has too high/low a count rate
	- pileup may be a problem 
	- CC-mode used with a grating
