edit_history.pl script documentation

1. Introduction:
   Given the time of a command load interrupt, edit_history.pl will edit the ACIS-History.txt file and place the results in the ACIS-History_edit.txt file for load execution to maintain continuity.
2. Execution depandancies:
   Called from lr. Expects the previous load review to be on disk.
