  From: Dan Schwartz
  Intermittent warm pixels: Tests of new bias parameters proved
  successful. We have made a global change to timed exposure parameter
  blocks which resets the initial bias floor of any pixel to be the mean
  of its neighbors IF it otherwise would be 20 ADU (~80 eV equivalent)
  lower than 6 of the neighbors. The second stage of actual bias
  determination via averaging of bias frames then proceeds normally.
