pblockreader.pl script documentation

1. Introduction:
   This script uses the sacgs code to read a parameter block from an observation and return relevant parts of the paramter block to check against the values stored in the OCAT. This is used primarily in the acis-backstop.pl script.
2. Execution depandancies:
   Might need to run on a HEAD LAN machine (uses /pool1)
   Need to have execute access to /data/acis0/sacgs/bin/
