Item 1: CIAO 4.6.1 patch and new scripts release

CIAO 4.6 has been patched as of 4 February 2014 to correct a Sherpa
bug when working in units of wavelength (Å). (see
http://cxc.harvard.edu/ciao/releasenotes/ciao_4.6.1_release.html). 

A new version of the CIAO Scripts Package has also been released to
correct a few bugs and introduce an experimental python interface to
the Chandra proposal tools: colden, precess, and dates. (see
http://cxc.harvard.edu/ciao/download/scripts/history.html)
